He understands the role defense has, and homeland security, that lies at the heart of effective cybersecurity.” Carter served as deputy defense secretary from October 2011 to December 2013. Before becoming deputy secretary, Carter served as DoD undersecretary for acquisition, technology and logistics from April 2009 to October 2011.
